An update on China

Ever since we launched Google.cn, our search engine for mainland Chinese users, we have done our best to increase access to information while abiding by Chinese law. This has not always been an easy balance to strike, especially since our January announcement that we were no longer willing to censor results on Google.cn.

We currently automatically redirect everyone using Google.cn to Google.com.hk, our Hong Kong search engine. This redirect, which offers unfiltered search in simplified Chinese, has been working well for our users and for Google. However, it’s clear from conversations we have had with Chinese government officials that they find the redirect unacceptable—and that if we continue redirecting users our Internet Content Provider license will not be renewed (it’s up for renewal on June 30). Without an ICP license, we can’t operate a commercial website like Google.cn—so Google would effectively go dark in China.

That’s a prospect dreaded by many of our Chinese users, who have been vocal about their desire to keep Google.cn alive. We have therefore been looking at possible alternatives, and instead of automatically redirecting all our users, we have started taking a small percentage of them to a landing page on Google.cn that links to Google.com.hk—where users can conduct web search or continue to use Google.cn services like music and text translate, which we can provide locally without filtering. This approach ensures we stay true to our commitment not to censor our results on Google.cn and gives users access to all of our services from one page.

Over the next few days we’ll end the redirect entirely, taking all our Chinese users to our new landing page—and today we re-submitted our ICP license renewal application based on this approach.

As a company we aspire to make information available to users everywhere, including China. It’s why we have worked so hard to keep Google.cn alive, as well as to continue our research and development work in China. This new approach is consistent with our commitment not to self censor and, we believe, with local law. We are therefore hopeful that our license will be renewed on this basis so we can continue to offer our Chinese users services via Google.cn.

The power of human rights video

A year ago this weekend, Tehran erupted in protest at the disputed results of Iran’s tenth presidential election. In the severe government crackdown that followed, documented on cameras and uploaded by citizens to YouTube, no moment has been seen more than the death of Neda Agha Soltan, a young musician whose brutal killing by a sniper became the rallying cry for Iran’s opposition Green Movement. The anonymous videos of her death even won the prestigious George Polk prize for journalism last year.

How has video become such an important part of human rights advocacy worldwide?  In the past, we mainly saw these kinds of images in the nightly news or in documentaries - and even then only occasionally. But now that access to the Internet is much more widespread (even in many developing countries), and billions worldwide have access to ever more powerful cellphones and digital cameras, we encounter human rights images much more directly - on YouTube, in Google searches, in Facebook feeds, through links shared on Twitter.

Today the YouTube blog begins a series of posts exploring the issues around human rights and video in partnership with WITNESS, an international human rights organization that supports people using video to document and expose human rights violations. We encourage you to learn more.

Honoring those who give voice to the silenced

It's said that change comes through the concerted efforts of small groups of people who dream of better times ahead. And then do something about it.

Today in Santiago, Chile, Google and the group Global Voices recognized three groups from around the world who are fighting for free expression online from Africa to Asia with the first "Breaking Borders" awards. These awards, supported by Thomson Reuters, are meant to honor those who are using the Internet to give voice to those once silenced, make the activities of governments more transparent, and standing up for the rights of dissidents.


The awards — given today at the Global Voices Summit where Internet activists from 60 countries have gathered — were originally announced November 3, 2009, when Google and others marked the 20th anniversary of the fall of the Berlin Wall, with the aim of celebrating how the Internet has become a vital ally in worldwide efforts to advance freedom and political change. This is particularly true at a time when dissidents, journalists and bloggers remain under severe pressure in the online and offline worlds.

An international jury of experts reviewed nominations from around the world and chose the awardees in three categories: advocacy, technology and policy. Each of the groups honored will receive a $10,000 grant to further their work. The winners are:

Kubatana.net (advocacy)
An online community for Zimbabwean activists, Kubatana uses the Internet, email, SMS, blogs and print materials to disseminate information to the general public. Cited for its extraordinary contributions while operating under in a tense and dangerous political atmosphere, Kubatana's contributions also include an online library of more than 16,000 human rights and civic reports together with a directory listing over 240 NGOs. Beyond its significance as a resource for information on Zimbabwe, Kubatana has also developed Freedom Fone, innovative software that marries the mobile phone to audio voice menus and SMS to give citizens new ways to communicate with one another.

BOSCO - Uganda

BOSCO was cited for its tremendously effective and creative use of long-exisiting technology to foster social and economic development and peace building in rural communities of northern Uganda. Launched in April 2007, BOSCO began as a solar powered, long-range wireless computer network covering locations in former Internally Displaced Persons camps across the Gulu and Amuru districts. Low power PCs and VoIP phones were installed in schools, health centers and parish offices, bringing Internet, phone and Intranet connectivity to remote areas. BOSCO's long-term vision is to build collaborative, web-based networks. Today it focuses on developing and facilitating Web 2.0 training, online digital ethnography and collaborative online communication mediums between Internet sites.

An independent, not-for-profit media agency, the PCIJ was founded by nine Filipino journalists in 1989 — with borrowed office space, an old-DOS-based computer, a second-hand electric typewriter, and office furniture bought from a thrift shop — to promote the values of investigative reporting in fostering good governance, freedom of expression, and the people's right to know. In 20 years, the PCIJ has produced 500 investigative reports, two dozen books on journalism and governance, five full-length films and dozens of video documentaries. It has conducted a hundred training seminars for journalists in the Philippines and Southeast Asia, and won over 120 national and international awards. The PCIJ maintains a multimedia website, an institutional blog; a database site on politics and governance; and institutional accounts on Twitter and YouTube.

A new approach to China

Like many other well-known organizations, we face cyber attacks of varying degrees on a regular basis. In mid-December, we detected a highly sophisticated and targeted attack on our corporate infrastructure originating from China that resulted in the theft of intellectual property from Google. However, it soon became clear that what at first appeared to be solely a security incident--albeit a significant one--was something quite different.

First, this attack was not just on Google. As part of our investigation we have discovered that at least twenty other large companies from a wide range of businesses--including the Internet, finance, technology, media and chemical sectors--have been similarly targeted. We are currently in the process of notifying those companies, and we are also working with the relevant U.S. authorities.

Second, we have evidence to suggest that a primary goal of the attackers was accessing the Gmail accounts of Chinese human rights activists. Based on our investigation to date we believe their attack did not achieve that objective. Only two Gmail accounts appear to have been accessed, and that activity was limited to account information (such as the date the account was created) and subject line, rather than the content of emails themselves.

Third, as part of this investigation but independent of the attack on Google, we have discovered that the accounts of dozens of U.S.-, China- and Europe-based Gmail users who are advocates of human rights in China appear to have been routinely accessed by third parties. These accounts have not been accessed through any security breach at Google, but most likely via phishing scams or malware placed on the users' computers.

We have already used information gained from this attack to make infrastructure and architectural improvements that enhance security for Google and for our users. In terms of individual users, we would advise people to deploy reputable anti-virus and anti-spyware programs on their computers, to install patches for their operating systems and to update their web browsers. Always be cautious when clicking on links appearing in instant messages and emails, or when asked to share personal information like passwords online. We have taken the unusual step of sharing information about these attacks with a broad audience not just because of the security and human rights implications of what we have unearthed, but also because this information goes to the heart of a much bigger global debate about freedom of speech. In the last two decades, China's economic reform programs and its citizens' entrepreneurial flair have lifted hundreds of millions of Chinese people out of poverty. Indeed, this great nation is at the heart of much economic progress and development in the world today.

We launched Google.cn in January 2006 in the belief that the benefits of increased access to information for people in China and a more open Internet outweighed our discomfort in agreeing to censor some results. At the time we made clear that "we will carefully monitor conditions in China, including new laws and other restrictions on our services. If we determine that we are unable to achieve the objectives outlined we will not hesitate to reconsider our approach to China."

These attacks and the surveillance they have uncovered--combined with the attempts over the past year to further limit free speech on the web--have led us to conclude that we should review the feasibility of our business operations in China. We have decided we are no longer willing to continue censoring our results on Google.cn, and so over the next few weeks we will be discussing with the Chinese government the basis on which we could operate an unfiltered search engine within the law, if at all. We recognize that this may well mean having to shut down Google.cn, and potentially our offices in China.

The decision to review our business operations in China has been incredibly hard, and we know that it will have potentially far-reaching consequences. We want to make clear that this move was driven by our executives in the United States, without the knowledge or involvement of our employees in China who have worked incredibly hard to make Google.cn the success it is today. We are committed to working responsibly to resolve the very difficult issues raised.

Introducing the Breaking Borders Awards

Last year we celebrated the 20th anniversary of the fall of the Berlin Wall. When I visited Berlin last November to participate in a conference entitled Breaking Borders, politicians, policy makers, netizens and journalists all agreed on the importance of freedom of expression for a functioning democracy. The web is providing once unimaginable possibilities for political participation, free exchange of information and democratic movements around the world.

As part of the Berlin conference, we announced a plan to work with an NGO called Global Voices and with Thomson Reuters to establish the Breaking Borders Awards.

The awards will honor outstanding web projects by individuals or groups who have shown courage, energy and resourcefulness in using the Internet to promote freedom of expression, making us aware of diverse political viewpoints and standing up to those who censor information. The winners will be those who are making a real difference. We are delighted to share further details about the awards and invite nominations.

Celebrating free expression 20 years after the fall of the Berlin Wall

In 1989, the fall of the Berlin Wall became a striking symbol for free expression far beyond the borders of Germany. Just 20 years later, Iranian citizens used online tools like YouTube and Twitter to share firsthand accounts of the brutal government crackdown waged against protesters disputing the country's election results. Many Iranians risked their lives to document the violence, despite the government's attempts to expel journalists and stifle any voices of dissent.

The democratizing power of the Internet has enabled individuals to share their stories with a global audience in ways never before possible, and given a voice to those who wouldn't otherwise be heard.

To commemorate the twentieth anniversary of the fall of the Berlin Wall, we're launching a YouTube channel — youtube.com/GoogleFreeExpression — to highlight and celebrate free expression around the world, and we want to hear from you.

This channel is designed to feature your stories and reflections on free expression. Tell us about how you or someone you know has taken a stand for free expression. Perhaps you've protested against something you didn't agree with, taken action when someone else's free speech was being suppressed or been inspired by someone who has stood up for the right to speak out. Make a short video sharing your experience, upload it to YouTube, and add it as a reply to this one:

International development & technology: What's working and what's new



Last month, Google and Google.org hosted more than 80 technology decisionmakers from international development non-profits for an interactive discussion at our Washington D.C. office. Over lunch, case study presentations and hands-on sessions, participants discussed the ways technology is changing the landscape of international development -- and how to take advantage of new tools for fundraising, communication, data visualization, and online collaboration.

Speakers highlighted the benefits of cloud computing and demonstrated how to display data on maps and interactive graphs with products like Google Earth and Trendalyzer. A representative from the U.S. Holocaust Memorial Museum discussed how the Museum created a Darfur layer on Google Earth that gives "publicly accessible evidence of destruction to help visually refute claims of minimal collateral damage from war." The YouTube breakout session explored how cheap video cameras paired with an on-the-ground presence can help document and spread awareness of ongoing crises abroad. Participants even made their own videos to talk about how the Internet is changing the development world:



Special thanks to our friends at the International Rescue Committee, MercyCorps, and the U.S. Holocaust Memorial Museum for sharing stories of their experiences in taking advantage of new technologies. For those who are interested, we're posting the presentations on YouTube.

We hope that this event will be the first of many discussions, workshops, and other public events we hold with non-profits in our new D.C. space.

Three more languages for Blogger



Millions of people around the world already use Blogger to participate in the wider Internet community. Blogging is a powerful way for people to publish online, reach a large and varied audience, and communicate with others who share their interests. And today, Blogger is available in Arabic, Persian, and Hebrew. This brings the number of languages we offer to 40. We've been really excited about adding these languages and widening the world of bloggers.

We're especially pleased that Blogger now supports composing text and displaying blogs right to left. This has long been an challenge for bloggers in Hebrew, Persian, and Arabic. We've added new features specifically for these users, and also made sure every page of the Blogger application displays right-to-left in these languages. This project has been very technically challenging, but among the most thrilling I've ever worked on. I hope that everyone enjoys using it as much as I've enjoyed developing it.

The year in YouTube politics



Candidates caught singing on camera. Dorm-room presidential interviews. A martial arts master endorsing a presidential candidate. Citizen-created campaign commercials. And two presidential primary debates. 2007 was quite a year for YouTube Politics.

At this time last year, YouTube had developed a reputation as a place where "gotcha!" videos posted by citizens were changing the political landscape. Some even called the 2006 U.S. midterm elections "the YouTube election" after several candidates were caught on camera saying things they probably shouldn't have. But in 2007, that changed. Seizing the YouTube opportunity, presidential candidates came rushing to the platform themselves, setting up official campaign channels on our You Choose '08 platform. Seven of the 16 presidential candidates even announced their candidacies on YouTube.

Candidates and voters now speak to each other through video. At their best, campaigns use YouTube not as a shrunken TV screen through which to distribute their soundbites, but as a window through which to have a dialogue with the American people. YouTube's leveling effect is this: anyone can upload a video with their political message, and the best content rises to the top through community view counts, rankings, linkages, and embeds. Any voter with a video camera and access to the Internet has the opportunity to be seen and heard.

Our two presidential debates with CNN highlighted this phenomenon. Eight thousand video questions were submitted for the two record-setting debates, which opened up a traditionally closed event to the rest of the world via YouTube. Time was, you had to be in New Hampshire, Iowa, or Florida to get access to candidates at a debate. With questions coming directly from voters via video, our YouTube debates helped to break down some of the geographical barriers that have so sharply defined American politics in the past.



So what's ahead in 2008? Things are only going to get more exciting. As Congressional and Senate races heat up, you'll see more and more candidates coming to YouTube. And as the presidential races narrows down to two candidates, YouTube will be a critical battlefront in the general election. With voters, candidates, issue groups, media companies, trade associations, lobbyists and activists all interacting on the same level platform, 2008 promises to be a true "YouTube Election."

The Davos Question



Every year, many of the world's top leaders from politics, business and the global community -- including some of our own -- attend the World Economic Forum in Davos, Switzerland, to discuss how to make the world a better place. This year, we wanted to give people around the world the chance to join them, and help them, by submitting their own answers to "the Davos Question," which is: "What one thing do you think that countries, companies or individuals must do to make the world a better place in 2008?"

So that's the question, but we all agree that it's finding the answer which will be tough.

You may be familiar with the CNN-YouTube U.S. presidential debates, which have made an enormous impact on interactive politics as we know it. The interactive component here is similar, but this is a global initiative where we are using the magic of YouTube to create an ongoing conversation between people in positions of authority, and those whose lives their decisions affect every day. Before the success of the CNN-YouTube initiative, such a conversation would never have been thought possible. And now we're trying to take it to an even more ambitious level.

We see the Davos Question as a means to let people everywhere get close to, and influence, leaders whom they would never otherwise have a chance to reach. Equally, however, we want to show the actual participants at Davos the muscle with which YouTube is able to make a difference. It's kind of a two-way street: we can let everyday people into Davos, and at the same time we can show Davos the views of everyday people. And this is where it gets interesting. The YouTube community gets to vote and rank the submitted videos, and the highest-ranked ones will be featured at Davos. They will be used by the World Economic Forum to introduce topics in the plenary sessions, and we will be showing them directly to world leaders in the YouTube booth we are running onsite at Davos. The ongoing video blogs from some of the most influential people in the world which stem from the Davos Question will, we hope, kickstart a mechanism to really make a difference.

Around here, we often talk about doing things which genuinely help the world. We think this is one way we can truly make the world sit up and take notice of what its people think about the most pressing issues of our time. But this time, instead of having it lost in the ether, we want to take it, wrap it up, and present it to some of the most important leaders we have, when the whole world is watching on YouTube.
